Abstract: The accession of Poland to the EU increased the availability of public sector funded training to the unemployed, which resulted in an increase of the percentage of training participants by 50%. Such a huge change in the training market breeds a question of the effectiveness of public sector funded training or a wider question of the vocational trainings characteristics which contribute to their effectiveness. In this paper the vocational trainings characteristics which influence their employment effectiveness are identified on the basis of data from the Polish LFS of 2001–2013. For this purpose a logit model of outflows from unemployment to employment was estimated. The outcomes indicate that public sector funded training initiated by the unemployed are even more effective than those financed by the unemployed. The former are effective especially in retraining, while the latter in increasing vocational qualifications.
